Emma is a senior research associate at the University of Strathclyde.  She has a well established record of working between research, policy and practice on the themes of person-centred and personal outcomes focused practice.  Emma was one of the academic leads on the Meaningful and Measurable project, which progressed understanding of the collection and use of personal outcomes data. Emma’s background was in social work practice in North Lanarkshire until she went back to university to study for a PhD, which she obtained in 2004.
Emma has been linked to the HSCBN at various points since its inception in 2009 and is keen to keep progressing the use of qualitative data and personal outcomes data in diverse service settings.


Stephen Kerr

Stephen joined the NHS in 1980 and is a Registered Mental Health Nurse by profession. He worked in NHS Greater Glasgow in a variety of clinical and senior management posts including hospital management until moving to NHS Lanarkshire in 2001, initially as a General Manager in Mental Health  before moving to General Management in Primary Care. From 2006 to 2014 he held the post of Head of Planning & Performance within the North Lanarkshire Community Health Partnership (CHP) before taking over from the Director of the CHP in June 2014 until the dissolution of CHPs on 31st March 2015.

He then worked as Head of Health for Health & Social Care North Lanarkshire until retiring in November 2016.

Stephen currently works one day a week for HSCBN as an ambassador. He is a former chair of HSCBN and was a founder member and chair of the Scottish Community Care Benchmarking Network from which the current network has evolved. He has a keen interest and passion for joint working; integration, benchmarking for improvement and personal outcomes approaches.


Lisa Urquhart

Lisa has a background in financial services, working in roles such as business support, project management and continuous improvement. She brings skills in communications, event management and business administration to the Network and looks after HSCBN HQ.
